2003 US Military Basic Pay Charts

On December 2, 2002, President George W. Bush signed Public Law 107-314, the Bob Stump National Defense Authorization Act (NDAA) for Fiscal Year 2003. As in previous years, Section 601 of the Act overrode 37 U.S.C. 1009(c), which statutorily sets pay increases based on the Employment Cost Index (ECI). As allowed by 37 U.S.C. 1009(e), Congress and the President can elect to vary from the statutory requirement if the current state of the economy is affecting the general welfare of Servicemembers.

The statutorily driven raise based on ECI for 2003 would have been 3.5 percent had not Congress and the President stepped in to provide the higher basic pay increase of 4.1 percent. The President, on December 31, 2002, signed Executive Order 13282, implementing the 4.1 percent rise in basic pay for the uniformed members of the military.

Separately, the law increased the military retirement pay by 10 percent for enlisted members credited with extraordinary heroism in the line of duty.

The Navy active duty end-strength total, officer and enlisted, for Fiscal Year 2003 was 382,235.

The United States military pay scales below became effective on January 1, 2003 and continued to be in effect until December 31, 2003. It is the basic pay amounts for the active components of the Navy, Marines, Army, Air Force, Coast Guard.

The pay rates are monthly, US dollar.

NOTE 1. The Master Chief Petty Officer of the Navy's basic pay is $5,732.70 regardless of cumulative years of service.

NOTE 2. The Chief of Naval Operations pay is $14,155.50, regardless of time in service; however, basic pay for O-7 through O-10 is limited by the Level III of the Executive Schedule (ES) to $11,874.90.

NOTE 3. O-6 and below is limited by level V of the ES at $10,449.90.
