RMKS/1.  THIS NAVADMIN ANNOUNCES THE FY-14 AVIATION CAREER CONTINUATION PAY 
(ACCP) PROGRAM.  A VITAL PART OF DEVELOPING A TOTAL FORCE STRATEGY AND 
MAINTAINING COMBAT READINESS IS TO PROVIDE APPROPRIATE INCENTIVES TO RETAIN 
SKILLED PERSONNEL FOR CRITICAL NAVAL AVIATION ENTERPRISE BILLETS.  THE ACCP 
PROGRAM PROVIDES SELECTED BONUSES AS AN INCENTIVE TO RETAIN A SUFFICIENT 
NUMBER OF ELIGIBLE PILOTS AND NAVAL FLIGHT OFFICERS THROUGH CRITICAL CAREER 
MILESTONES.

2.  THE FY-14 AVIATION DEPARTMENT HEAD RETENTION BONUS OFFERS THE FOLLOWING 
COMMUNITY-SPECIFIC BONUS AMOUNTS:

HM PILOT       $75,000
HSC PILOT      $75,000
HSL/HSM PILOT  $75,000
VAQ PILOT     $125,000    VAQ NFO   $100,000
VAW/VRC PILOT $125,000    VAW NFO    $75,000
VFA PILOT     $125,000    VFA NFO    $75,000
VP PILOT       $75,000    VP NFO     $75,000
VQ(P) PILOT    $75,000    VQ(P) NFO  $50,000
VQ(T) PILOT    $75,000    VQ(T) NFO $100,000

3.  THE FY-14 ACCP PROGRAM CONTINUES THE TIERED BONUS SYSTEM OF THE PREVIOUS 
YEARS, TIED DIRECTLY TO FORCE STRUCTURE, TARGETING ELIGIBLE AVIATORS AT OR 
NEAR THE EXPIRATION OF THEIR WINGING ACTIVE-DUTY SERVICE OBLIGATION (ADSO).  
THE FY-14 PROGRAM CONTINUES TO AUTHORIZE THE EARLY INITIATION OF FIVE-YEAR 
CONTRACTS, ONE YEAR PRIOR TO THE COMPLETION OF ADSO.  LONG-TERM APPLICANTS 
ARE ELIGIBLE IF THEIR ADSO EXPIRES IN FY-14 OR FY-15.  PAYMENT WILL BEGIN 
WHEN THE OFFICER IS WITHIN ONE YEAR OF COMPLETION OF THE ADSO.

4.  FY-14 ACCP APPLICATIONS MUST BE RECEIVED PRIOR TO 31 AUGUST 2014.
