2028 U.S. Military Basic Pay Charts
On October 30, 2026 at 0830 EDT, the United States Bureau of Labor Statistics released the Employment Cost Index (ECI). According to law defined in U.S.C. Title 37 Chapter 19, §1009, this morning's release will be the military pay raise percentage for calendar year 2028 unless a separate action is taken by the President or Congress. Based on this morning's release, the pay raise will be 3.1 percent, and if ultimately approved, it will become effective January 1, 2028.
As the budget process for Fiscal Year 2027 continues, and there are still two different pay raise proposals on the table, these charts assume a 2027 pay raise of 3.6 percent for all paygrades, the statutory raise percentage per 37 U.S.C. § 1009. Once both Houses of Congress reach a consensus, the charts below will be adjusted using the agreed-upon percentage(s) as the basis for the 2028 charts.
