2012 Pay Raise

October 29th, 2010

Currently, military pay raises are based on the wage and salary series for private industry workers as indicated in the Employment Cost Index that is released on the last business day in October each year. Today happens to be that day. This years increase was 1.6 percent for the current 12-month period; meaning, President Obama will propose a minimum of a 1.6% military base pay raise for 2012.

When congress reconvenes after the elections, one of their priorities will be to complete work on the 2011 Defense Budget. One of the many topics still unresolved (Read the rest of the article…)

GAO Compares Military and Civilian Pay

April 3rd, 2010

The Government Accountability Office (GAO), on April 1, 2010, released a 54 page report to some various congressional committees; the subject, “Military Personnel: Military and Civilian Pay Comparisons Present Challenges and Are One of Many Tools in Assessing Compensation.” A difficult subject such as this deserves a long title and a ton of research. The report is a result of requirement placed on the GAO to study the pay gap between the military and the private sector by the “National Defense Authorization Act for Fiscal Year 2010.”

Personally, and coincidentally, one year ago today, I wrote a post about the military pay gap, and proposed that the current method of determining how big the gap is should also figure the element of the military family’s overall earning power which I believe is greatly reduced due to the relatively frequent moves made when a member transfers from on duty station to the next. Although the GAOs report (Read the rest of the article…)

Concurrent Receipt in 2012?

February 1st, 2010

Concurrent Receipt is not dead! UPDATE: On January 18, 2011, Congressman Gus Bilirakis (FL-R), introduced H.R.303, the “Retired Pay Restoration Act”, to amend Title 10, United States Code, to permit additional retired members of the Armed Forces who have a service-connected disability to receive both disability compensation from the Department of Veterans Affairs for their disability and either retired pay by reason of their years of military service or Combat-Related Special Compensation and to eliminate the phase-in period under current law with respect to such concurrent receipt. If adopted, the combined benefit would be effective January 1, 2012. For full information about the bill and the the current text – go here.

Last year, in his budget, President Obama proposed “to expand concurrent receipt of military retired pay and Veterans Disability Compensation to all retirees receiving disability retired pay.” We tracked the progress of the Retired Pay Restoration Act of 2009 closely, and we were disappointed when we found the bill failed, even with overwhelming support, because, from what it boiled down too, the bill did not meet the “PAYGO” rules.

This year, a similar proposal is in the 2011 budget – but, unlike last year, the verbiage actually states, (Read the rest of the article…)
