The Franklin, which had maneuvered closer to the Japanese homeland than any other U.S. carrier, had launched a pre-dawn strike against the island of Honshu as well as a later strike against shipping in Kobe Harbor. Suddenly, a single Japanese plane came through the cloud cover, made a low level run on the ship and dropped two armor-piercing bombs. One struck the flight deck center-line, penetrating to the hangar deck which it devastated. The second bomb hit aft and tore through two decks, fanning fires which detonated ammunition, bombs and rockets. Remaining were 106 officers and 604 enlisted, who by sheer valor and tenacity, saved the ship. Casualties totaled 724 killed and 265 wounded. Franklin, the most heavily damaged aircraft carrier during the war, remained afloat and after a tow from USS Pittsburgh, proceeded under her own power to Pearl Harbor for repairs.

I would like to apologize to everyone over the last 4 days who submitted a question either via email or as a comment in this blog. For the last 4 days, we have had a new set of stairs installed, and my main problem was that my home office is on the second floor. My home PC has all the instructions loaded whereas my laptop did not. As of the time I made this post, I have completed the backlog. I have also loaded all the new instructions and publications I use to help formulate a response on to my laptop, so I hope I never get so far behind again.

The stairs may not look like much in this picture, but they look great in person. Well worth the time, money, and smell of wood stain and polyurethane.

Last year, in his budget, President Obama proposed “to expand concurrent receipt of military retired pay and Veterans Disability Compensation to all retirees receiving disability retired pay.” We tracked the progress of the Retired Pay Restoration Act of 2009 closely, and we were disappointed when we found the bill failed, even with overwhelming support, because, from what it boiled down too, the bill did not meet the “PAYGO” rules.

This year, a similar proposal is in the 2011 budget – but, unlike last year, the verbiage actually states, “The 2011 Budget also includes the additional funding required to expand this program to include military members retired under the disability rules codified in Chapter 61 of Title 10 of the United States Code.”, “Legislative proposal, not subject to PAYGO.”

Are all the bases covered this time?

Excerpt from the 2011 budget proposal;

The 2011 payment to the Military Retirement Fund includes funds for the amortization of the unfunded liability for all retirement benefits earned by military personnel for service prior to 1985. The amortization schedule for the unfunded liability is determined by the Department of Defense Retirement Board of Actuaries. Included in the unfunded liability are the consolidated requirements of the military departments to cover retired officers and enlisted personnel of the Army, Navy, Marine Corps, and Air Force; retainer pay of enlisted personnel of the Fleet Reserve of the Navy and Marine Corps; and survivors’ benefits.
The 2004 National Defense Authorization Act (P.L. 108–136) created additional benefits for certain retirees who receive disability compensation from the Department of Veterans Affairs and moved the responsibility for payments under the Combat Related Special Compensation program to the Military Retirement Fund.Any additional funding requirements for retirees with service prior to 1985 will be included in this payment. The 2011 Budget also includes the additional funding required to expand this program to include military members retired under the disability rules codified in Chapter 61 of Title 10 of the United States Code.

PAYMENT TO MILITARY RETIREMENT FUND
(Legislative proposal, not subject to PAYGO)
Program and Financing (in millions of dollars)

First off, thank you to the Ohio State fans who showed an enormous amount of class before, during, and after the game. It was an entertaining and exciting football game to watch. You Buckeyes displayed your pride in our country and armed forces with a grace not seen enough in this day and age. BZ!

Good to see Vice Admiral Fowler on the sidelines wearing a huge smile just after the 85 yard touchdown in the fourth quarter for Navy. I, like him, thought the Midshipmen would pull off the upset!!

Navy may have lost the football game, but proved they can compete with the big schools. If Ohio State really is a Top 10 team this year, then Navy proved it should easily be in the Top 25.
