2012 Pay Raise

October 29th, 2010

Currently, military pay raises are based on the wage and salary series for private industry workers as indicated in the Employment Cost Index that is released on the last business day in October each year. Today happens to be that day. This years increase was 1.6 percent for the current 12-month period; meaning, President Obama will propose a minimum of a 1.6% military base pay raise for 2012.

When congress reconvenes after the elections, one of their priorities will be to complete work on the 2011 Defense Budget. One of the many topics still unresolved (Read the rest of the article…)

NAVADMIN 346/10

October 20th, 2010

The Navy’s current, official guidance concerning homosexuals serving on active duty and the Reserve. As the NAVADMIN states, current military laws, regulations and policies are being reviewed to, for lack of a better word, adapt said laws, regulations and policies for the gay Servicemember.

A note I would like to highlight from the message; “WE NOTE FOR SERVICEMEMBERS THAT ALTERING THEIR PERSONAL CONDUCT IN THIS LEGALLY UNCERTAIN ENVIRONMENT MAY HAVE ADVERSE CONSEQUENCES FOR THEMSELVES OR OTHERS SHOULD THE COURT’S DECISION BE REVERSED.”

UPDATE: According to Reuters, the 9th U.S. Circuit Court of Appeals has temporarily reinstated the of ban on gays in the military.

UPDATE: NAVADMIN 347/10 “UPDATED GUIDANCE ON DON’T ASK DON’T TELL FOLLOWING COURT OF APPEALS RULING” is posted in the comments of this article.

UPDATE: On Nov. 1, 2010, the U.S. Court of Appeals for the 9th Circuit voted 2-1 to extend the stay (throughout the appeal process) on the lower judge’s ruling that put an immediate suspension on the law. NAVADMIN 362/10, copy of which is in this posts comments, provides additional guidance for the Navy.

From the 20th edition of the Bluejacket’s Manual (US Naval Institute: 1984 printing),

“There are a lot of mistaken ideas about homosexuality. Some examples: a homosexual can be detected by speech characteristics, manner or dress. (This is not true in most cases.) VD cannot be contracted through homosexual acts. (It can, and frequently is.) The Navy will “cure” homosexuals. (The Navy does not have the facilities or personnel for this; and even if it did, treatment is not always successful.)“

Times are a changin.

The NAVADMIN in full;

Navy Drug Waivers

October 5th, 2010

There is not a day that goes by that I do not receive an email or comment that goes something like these few examples, “How many times could I have smoked marijuana and still be eligible for an intel job?”, “My charges say I was arrested for possession with intent, but it was my friends stuff he had. Do I need a waiver?”, and just today, “Any information on whether a single instance of hallucinogenic mushroom use is waiverable?” As those of you know based on the email responses, I will not describe to you how many times you could have used a drug and still be within waiverable limits. I expect you to be honest with the Navy, and I do not want to influence an answer by showing limits.

The Department of the Navy’s policy on pre-service drug use/abuse;

Department of the Navy policy is that drug and alcohol dependent applicants, current drug and alcohol abusers, and those individuals whose pre-service abuse of drugs and/or alcohol indicates a proclivity to continue abuse in the service, are not permitted to enter the naval service. The Navy recognizes that some people have clear potential to become creditable performers despite past exposure to drug and/or alcohol abuse. Recruiting procedures must include positive measures to identify and screen out drug and/or alcohol abusers at the point of application for enlistment.

The Navy’s policy is pretty clear. If you desire to continue use or abuse controlled substances, the Navy does not want you, period. But (Read the rest of the article…)
